Once known as the Adopt-a-School Program, the Children's Health Access Program was designed and implemented by NorthBay Healthcare. Due to budget cuts, the program asked Faith in Action to provide fiscal sponsorship and oversight to the program. In August 2007, CHAP became a permanent program of Faith in Action.
The program seeks to meet the urgent care needs of uninsured children 0-18, while linking them to low-cost insurance programs. The program pays for urgent medical/pharmacy needs up to $700 and for urgent dental needs up $500.
CHAP is a school-based program, utilizing school nurses who triage urgent cases. Four school districts fully participate in the program: Fairfield Suisun Unified School District (Anna Kyle School), Dixon Unified School District (Silveyville), Vacaville Unified School District (Markham), and Vallejo Unified School District (Pennycook).
Children access the Children's Health Access Program through the school nurse at each of the schools listed.
Vouchers are given to families, who then can present them to medical, pharmacy, and dental providers who have contracted with Faith in Action. Families are responsible for any amount above the cap.
Families are referred by the program to the Solano Kids Insurance Program, a program of the Solano Coalition for Better Health. SKIP staff will assist families in obtaining low-cost insurance.
